Ocean Inc. is an outstanding organization that provides MANY services to the Ocean County community, specifically to people in need, or low income families. There are multiple divisions to Ocean Inc. Head Start programs, h e a p home energy assistance, referral services, Emergency Services, and home winterization renovation assistance. The majority of Ocean Inc program offices are located in downtown Toms River. The main office is across the street from the library on Washington Street. Other offices are located within walking distance, and some are on Hyers Street. Since many of the programs are state or federally funded, they all require an application process. For most all services, applicants need to provide financial information, including pay stubs, tax records, proof of residency, or employment or disability paperwork. The RENEWAL applications for different services are less involved, and renewal is a much simpler process and generally only require you to confirm that your situation has not changed since the previous year.
The staff at the HEAP office are very professional and friendly. Eligibility for other services is also determined by your initial application, you may be automatically enrolled in one if you are eligible, and it requires no further action.
Wine significant Improvement is a recently added parking area that you enter via the Hyer Street entrance, closest to the energy assistance office. From that parking area you are able to walk a short distance to most all of the offices. There was not a designated parking area in the past, and it was very difficult to find metered parking on Washington Street.
I am extremely grateful for home energy assistance program. You received a check that is written out to your energy provider, all you need to do is send it in with a regular payment. It doesn't pay your entire bill, it's assistance, making your winter heating costs much more manageable. With oil heat, after receiving the initial check, if during the winter months you run out of heating oil, you can request an emergency delivery. Then your oil company will directly bill Ocean Inc. Without the assistance, I would never be able to afford to heat my house through the winter.

No one answers phones anywhere and this reflects bad treatment and indifference to of the needy population in Ocean County.

Terrible!! as specially the Lakewood office.
Had to come down 4 times to keep bringing in paperwork. Thats 4 days I had to take off from work. They refuse to tell you while your if your missing paperwork. The only way you'll know is when you get a denial letter. Then you gotta go down to the office to ask them why. Dont waste your time trying to get someone on the phone.
They loose paperwork.
They never pick up the phone. Ever! I received a return phone call almost 7 months after i left a message.
They are rude and nasty.
They should be closed down

No one ever picks up the phone or even calls you back. I had to take off work to go there. I was told all papers were received and the renewal application wasn't missing anything else. 2 weeks later I get a letter that I'm missing paperwork.
